Sorry for not setting severity etc. initially, I wasn't using reportbug as my local mail setup is broken atm.
"allowed" there doesn't refer to a technical restriction, but a social one. In light of that, I'm not entirely sure what is confusing, because that's definetly the case.
The confusing part is that the documentation *doesn't say* that it's only a social restriction. For people who are new to the BTS and Debian development reading that could give the impression that it is a technical restriction.
