 (My problem was with "in the repo", which could mean all three of the
 SVN properties, the debian/svn-deblayout file, and .svn/deb-layout.  I
 prefer using WC for the .svn/deb-layout file.)

 I don't think this is something to optimize for; this won't take more
 than seconds; in comparisons to building a .diff.gz or starting a
 pbuilder, this is nothing.

 Unfortunately, that's not anywhere close to what I want.  I want all my
 working copies to be affected when I change the global settings to
 match my needs.  I want all people sharing the same repository to use
 the tagUrl definition when I add it.  I don't want to have to do two
 operations just to change settings -- what if I forget?
