Thanks for cleaning this package up and putting it back in debian
proper.

The folks at silcnet.org are offering version 1.0.2 of the toolkit:

There are enough significant changes that you can't actually build the
latest version of the silc-server against silc-toolkit 0.9.12.  I ran
into this problem earlier tonight due to an undefined value for
SilcStringEncoding (defined in lib/silcutil/silcstrutil.h).  The
modern version of the toolkit has about a dozen definitions for that
constant, while the version in debian only has half that.

i'm sure there are other differences as well, but i haven't cataloged
them.  It would be nice to have the latest version in debian (sid or
experimental at least, since etch is frozen).
