No, it doesn't change anything.  And, thinking twice, it's not very
likely that it would, since the error message would have been something
like "key not found", wouldn't it?

Anyway, I moved away my ~/.gnupg and created a new key with a weak
passphrase with only very simple ASCII letters.  With that it works.

I am quite sure it has something to do with encoding.  When I first
encountered this, I also had the Gnus package installed, so there were
probably some interactions with the built-in and the external gnus.
With that, the error message was different; I don't remember exactly,
but it said something about encoding or something like this.
