I attached a patch which implements the change I proposed and fixes
the issue I encountered (this is a patch against laptop-net 2.26-7.1).
Since the 0.8 version added some changes I have checked the following:

Fixed minor problem in gencode.c that would appear on 64-bit
platforms.
Version number is now sane.
I suspect these two releases are the main reason why arp-discovery
works when linked against libpcap0.8 and doesn't on libpcap0.7.
Also note that it appears that the configure script of laptop-net
ignores completely libpcap, but the compilation fails if either of
the libpcap*-dev are not present.
