I think if the file ipmi.init is copied/moved to the debian directory and
the rules files is edited by a change to the line: 

#       dh_installinit
To be
        dh_installinit --update-rcd-params="defaults"

Then when the system boots/shutsdown the drivers should be loaded/unloaded.
