Firefox renders the page consistent with this style, by not allowing the height of the div to exceed 545px; thus, the text can overflow the div. The div resides in a table cell, sized to contain the div, not the text. The footer lies in the cell immediately below, so it remains below the div, but not necessarily below the text.
So, Firefox renders the page "correctly"; the page itself uses broken, fixed-size styling.
