xls2csv behaves wrong and does not double double quotes in strings, if
the LANG environment is put to en_US.ISO-8859-1 .

If the -d8859-1 option is used, the result is correct I think (see
example).

Example Excel cell content:
Jefa de sección “Ocio", other blurb

Result of export in LANG=en_US.ISO-8859-1 environment of that cell:
"Jefa de sección "Ocio"", other blurb"

Result of export using the option "-d8859-1":
"Jefa de sección ``Ocio"", other blurb"

Unfortunately I can't send you my original import data because of security
issues, but I think I could prepare an example to reproduce the error.
