I am experiencing this too, at least with 0.6.15-2. To be more specific, my eth0 has the autoconfiguration address on boot. There's no evidence of dhclient having been started in /var/log/daemon.log, however there is a dhclient running:

Feb 21 19:14:30 konishi avahi-daemon[3506]: Registering HINFO record with values 'I686'/'LINUX'. Feb 21 19:14:31 konishi avahi-daemon[3506]: Server startup complete. Host name is konishi.local. Local service cookie is 2983927498. note that 192.168.123.171 is the IP I usually get from DHCP.
