This is a (quite) freshly installed etch system. When calling
dh_shlibdeps, I get:

There are some library dependencies in DEBIAN/control, so the last
warning is probably bogus.
In fact, there is no /etc/ld.so.conf on my system, just
/etc/ld.so.conf.d/ with i486-linux-gnu.conf in it.
