Hmm... I'm usually testing with windowMaker and metacity and those two never do focus the notification popups. I agree with you that the notifications shouldn't get the focus per default. As far as I understand it is a preference in the window manager wether to focus new window (or child windows) at all. And if the user configures the window manager to do depending on the window manager the popups might get focus. I don't think using gtk_window_set_accept_focus(win, FALSE) would be correct as this would make the windows unusable for keyboard interaction.
