Ok, it seems reasonable to mention the fact that the -dev also contains
the doc somewhere, maybe in the control file.

Ops, that link is obviously wrong. As stated in the control file the URL
is http://www.luaforge.net/projects/luacurl and this project contains
two different bindings, luacurl and luacurl-freepops. The website you
visited was the ono of the non -freepops version, while the package in
debian is the -freepops version and the doc is not that website, but can
be found clicking the doc link in the projects/luacurl page. 
I should state that in a cleaner way in the control file.
