As stated in the control file the URL is http://www.luaforge.net/projects/luacurl and this project contains two different bindings, luacurl and luacurl-freepops. The website you visited was the ono of the non -freepops version, while the package in debian is the -freepops version and the doc is not that website, but can be found clicking the doc link in the projects/luacurl page.
