I suggest that icedove-locale-en-gb should Recommend myspell-en-gb, and 
presumably similarly for other locales.  It might be best to make it a
Depends relation, because without the right myspell package, as in the 
case (B) below, the spellchecker becomes useless and annoying.

>From my experiments (ALL IN en_GB locale):
(A) install icedove + myspell-en-us (default) -> of course, US spellchecker
(B) install icedove + myspell-en-us + icedove-local-en-gb -> useless
      spellchecker, says every word is mispelled (even in en_GB locale)
(C) install icedove + myspell-en-us + myspell-en-gb + icedove-local-en-gb ->
      correct desired behaviour (en_GB spellchecker operative in icedove)

Although I should have worked this out for myself sooner, a Recommends or 
Depends would have saved me (and others I guess) time and effort.

Hope this helps - sorry, I'm not expert enough to attach a patch for the
recommended change.
