Anyway, the library manager and blacklist manager can't be moved to a Go menu, because Go is for navigating through a document/directory/list... stuff like that. The guidelines don't say anything about a Tools menu, but Epiphany, Ekiga, and Rhythmbox have it (not to mention non-official GNOME apps like Gaim, Abiword, and Gnumeric). Maybe it's the guidelines that need fixing?
