This was reported in #370699 but apparently slipped. From #370699:

The kernel uses

#define IFF_LOWER_UP    0x10000         /* driver signals L1 up */
#define IFF_DORMANT     0x20000         /* driver signals dormant */

These are defined in /usr/include/linux/if.h of my linux-kernel-headers
version 2.6.18-6.
