The 'todo' manpage has two identical entries for '-c' in a row:

If \fI<time>\fR is specified, the timeout between database displays is set to
this number of seconds. If no \fI<time>\fR is specified, the behaviour is to
display the database \fIonly\fR if it has not been displayed for the number of
seconds specified by --timeout \fIwith\fR the \fI<time>\fR given. eg. \fItodo
--timeout 10 --timeout\fR would only display the database at most once every 10
seconds. Putting a \fItimeout 10\fR in your ~/.todorc is a good option, then
the --timeout in the \fIdoc/scripts.*\fR will mean that the database won't be
displayed every time you cd into a directory.
