I assume these files are binaries that have recently appeared in the
upstream distribution and are not yet correctly handled by Debian's
diff.gz.
I suspect these files should be handled the same way ctags (and
friends) are currently. Hence, the following files require
modification (from grep -l ctags debian/*):

emacs-bin-common.postinst
