I just upgraded my Web-Server from Sarge to Etch and ran into the same problem.
All SSL stuff is enclosed in <IfDefine SSL> and doesn't get started. It takes a long time to figure that out, there's no obvious place where that would be switched on, there's no documentation about it and it's going to get lots of debian users frustrated. So, how am I supposed to enable SSL (i.e. where to add the -DSSL) in the correct way?
