Ok so I assume it's a fresh install and it's not like if it was working
before then you did something and suddenly it wasn't working anymore ?
it does not work after i upgrade to xfce 4.4 from 4.2

Well, if it's a fresh install, how did you install ? Using which suite ?
Using wich installer ?
use aptitude

hi means it's half-installed. It seems that there was some problem at
install. Can you do an aptitude install xfce4-icon-theme and tell me if
it has fixed the problem ?

the second h means half, the first h means hold
