This is the old naming convention for library-related binaries, still
followed by quite many packages:
$ grep-dctrl {-s,-F}Package -r '^lib.*-bin$' /var/lib/apt/lists/*_Packages
| wc -l
36
You're right, sounds a bit clunky these days, but I don't think it's worth
the hassle of a transition (dummy package, etc.).
