Ok, this is interesting.
Please paste the output of:
% gconftool-2 -g system/gstreamer/0.8/default/audiosink
And try:
gst-launch-0.8 filesrc location="libre.mp3" ! mad ! \
audioconvert ! \
audioscale ! esdsink
Does that fail too?
(I suspect ESD is used and doesn't accept 48kHz streams.)
