I've just now noticed that apt says "Replaced by files in installed package libchm-bin ...". I understand now. So the package is not really empty. I'm guessing that there's a transition from chmlib to libchm going on. If I'm right, could the description of chmlib-bin be updated to state that chmlib-bin is being replaced by libchm-bin?
