The theme you took a screenshot from is "classic". That used to be the default for mozilla. I'm not sure, but I thought with Seamonkey "modern" became the default theme.
I can not reproduce your problem with either theme. My system config is also quite different: AMD 3200+ 64, ATI 9600, 2Gb RAM.
