Yes, that makes sense. I was fooled to believe that autoconf was needed because configure had a more recent timestamp after the build, but that's just because it was changed by debian-rpath.dpatch. > And I don't think anyone will ever try to build an old > emacs-snapshot tarball either, so there will never be any need to > regenerate it.
