Though I understand the need, sometimes, of "British" translations to avoid US-centric spelling in programs messages, this one seems mostly useless as is. For this, you can use the "podebconf-report-po" program. While initially designed for debconf translations, it can be used for programs translations. You just need to take care pointing it to the right directory with the "--podir" switch. It can notify translators of existing but incomplete translations (just use "podebconf-report-po --podir=po/" and edit the default message) but also post a call for new translations with "podebconf-report-po --podir=po/ --call".
