Actually, this message has nothing to do with the input received by groff. It's saying that your groff installation doesn't understand the utf8 device at all. However, the utf8 device has been in groff-base since the creation of that package. Are you sure that your groff-base package is properly installed? Try 'apt-get --reinstall install groff-base'.
