In fact, 085771ebb2b6cfe60b84ad094de0788a was the md5sum in ssh 1:3.8.1p1-8, so this simply indicates that you answered "no, keep my changes" to the previous erroneous conffile prompt during a previous post-sarge upgrade, from which point on dpkg believes that you modified the conffile locally. The bug that caused this erroneous conffile prompt has been fixed, and the rest is not a bug.
