Thanks for packaging gsoap for debian.
I've tested it but /usr/include/gsoap/stl*.h files are not present
(http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=330886)
Patch for debian/rules is attached
It would be great if you'll apply this to your packages
