Perhaps the header cache was filed while $charset=utf-8, and not
wiped when you changed to the Latin-9 locale? Or some setting changed
between mailbox opening and message viewing: $charset, $assumed_charset,
charset-hooks... What is the raw "Subject:" header, when you pipe the
message to less with $pipe_decode=no?
