I reported the rmail problem with e-mail addresses (bug #8) starting
with '-' not being accepted earlier, including a patch, which still hasn't
made it into the distribution.
And wont, sorry - it was rejected upstream, and is so specialized as to
make its inclusion in Debian, with the violation of least surprise principle
not feasible.
But we're here about rmail - have you checked the history on this :(
I split it into its own package at the behest of other MTA users, only
to find a mess of which MTA provides rmail, which doesn't and versioned
dependancies...
The problem from your perspective is the forced inclusion of rmail - but
Debian policy is such that to prevent broken upgrades, the package must
appear to be one until <release+1>... that is nigh, but not here yet :(
