Please, could you exclude package currently available
only on Linux from Build-Depends by using
"libhal-dev [!kfreebsd-i386 !kfreebsd-amd64 !hurd-i386] (>= 0.5.5.1-3)".
After that, it builds fine at least on kfreebsd-i386.
Please note it's the wrong order for version/architecture:
dpkg-checkbuilddeps: warning: can't parse dependency libhal-dev
[!kfreebsd-i386 !kfreebsd-amd64 !hurd-i386] (>= 0.5.5.1-3)

"dpkg-buildpackage -b -uc" did not complain about wrong order :-(
Also, why not port hal? The removing of the libhal-dev build-deps
everwhere sounds like you'll end up with a non-functional software.
It is long term goal, also the
"9 days ago Joe Marcus ... add the FreeBSD backend"
from http://gitweb.freedesktop.org/?p=hal.git seems promising.
But for short term (we think about etch based snapshot)
porting hal does not seem achievable.
