I tried to change the theme for gdm many times, but it always get lost. No matter if i use the action icon of the logon screen or gdmsetup from a gnome-terminal (as root). After a week playing around i realized that it is not enough to choose the theme by clicking on the screenshot or on the large area with the description which both highlighted the theme and so i thought it selected. It is necessary to click the ultra-inconspicuous circle on the left side of the screenshot. So i understand that it is no bug, but it remaines non-intuitive.
