I think the reason of this bug isn't the same of #393725, and they shouldn't be merged.
op-panel requires the asterisk user, so, op-panel must depend on asterisk package to fix the bug. I know op-panel can run without asterisk on the same machine, but adding the dependency is a quick solution (for etch), we could have a better one later. Best regards, Santiago
