The -2 and -3 uploads are still failing to build on all 64-bit archs with
the same error as before. And it fails on all other archs with a separate
error... there was an entry in the changelog of 1.8.1+1-1.1 that seems to
refer to an unfiled bug:
* Build-Depend on locales and generate de_DE.ISO-8859-1 for use by
the testsuite.
That looks to me like the bug that's affecting the 32-bit archs.
