It is not "intended" - the point of the Bcc suppression is to remove it from the headers of the message sent to the MTA, because some MTAs foolishly keep the Bcc header in the headers sent to other hosts (defeating the "blindness" of the Bcc, which is a security issue), but not remove it from the list of addresses for the email to be sent to (e.g. the recipients passed to the MTA). Hence, this is a real bug (and, in fact, if you use the smtphost setting, the code works as intended). I think I have it fixed in CVS and will upload in a bit (I fixed it about a week ago but have had a billion other things to do). No clue if it will make it into sarge.
