I recently started applying a patch to upstream's documentation, which required me to rebuild them from the docbook source. That documentation referenced the DTD using an http:// url, which is the source of these, (attempted), connections. I've added a build dependency on docbook-xml and removed the reference to the DTD at www.oasis-open.org.
