hm, doesn't seem to be udev-related, but AFAICS: To install userland kernel tools (i.e. initramfs*), glibc needs to be upgraded. To upgrade glibc, we need a newer kernel (i.e. no 2.2). To install a newer kernel, we need initramfs* to be installed. We could escape if we either take a 2.6 kernel from sarge, or provide backported initramfs*-tools.
