Yup, you're right. The pristing upstream is
## Default printer paper size: first record if user set R_PAPERSIZE
R_PAPERSIZE_USER=${R_PAPERSIZE}
R_PAPERSIZE=${R_PAPERSIZE-'@R_PAPERSIZE@'}
so we'd simply add a system default.
