The /etc/xen/scripts/network script makes use of the "ip" command, which is provided by the iproute package, but the xen package does not depend on it. Without the iproute package installed, the networking described in the Xen documentation does not work (e.g., the xen-br0 is not brought up and the vif interfaces don't get created).
