As discussed offline this really *is* a bug of killproc() in lsb-base.
Timo reported it as Bug #397977 (http://bugs.debian.org/397977).

As an intermediate solution (until #397977 is fixed) consider to use
start-stop-daemon directly instead of using the broken killproc()
function.
