I made a check and it seems that this bug is no more available on 0.60.4-4
But:

Is this a matter of misconfiguration in the dictionary?

Well I tried once again to check for "école" and aspell still tries to
correct the spelling. My collegue using an Ubuntu does not have this
problem and we are both using the fr_BE.UTF-8 locale. He is using
aspell version 0.60.4-2 and did not configure aspell.
So now I think this might be a configuration bug.
