AFAICT, svn-upgrade does not work properly, more than that, it does not work at all. I haven't seen any place in the policy where it says "it is acceptable for 1/3 of the packages not to work" or something simillar The fact that svn-upgrade works for most people is just lucky. Is not any merit of svn-buildpackage that svn-upgrade works.
