Unfortunately, I can do nothing about this problem, maybe you should
try to contact upstream over this issue

The telugu font Pothana2000 missed covering the code point "0C55". As
fontconfig assumes that a font covers a language (fc-cache generates
"lang:te") only if all the code points of that language are covered. So
in the case of Pothana2000, as it missed a code point, fontconfig
doesn't recognize this as a telugu font. So the lang field in the font
cache is left empty. As a result of this, Free-sans (which does not have
complete coverage for Telugu) is chosen as the default font for
rendering Telugu on the system. Although there are other (perhaps more
proper) ways to solve this problem, it would be nice to fix this also.
