line 11 on /etc/init.d/rsync should be RSYNC_NICE='' not RSYNC_NICE_PARM=''.

The latter is setting a variable that is constructed later, using the value of 
RSYNC_NICE.  The way this script is now, niceness is never applied.  This bug 
has been inherited into Ubuntu.
