I'm able to reproduce this bug when calling ./debian/rules binary; it appears the problem is that the new debian/rules calls uim-module-manager during build, and this program depends on having the .scm files available either in /usr/share/uim/ or in the current directory.
This command appears to find the .scm files and returns with a zero exit value, but gives me an error message in the process and doesn't create the .scm files in /etc/uim: $ cd ./debian/uim-common/usr/share/uim/ && \ /home/devel/release/uim-1.2.1/uim/uim-module-manager --unregister-all \ --path /home/devel/release/uim-1.2.1/debian/uim-common/etc/uim ERROR: unbound variable (errobj custom-list-as-literal) $ So I don't know what the proper fix for this bug is, but in the meantime it is a regression compared with the version in testing, and it holds up resolution of RC bug #391801 in etch.
