I did some more digging and we DID have a "Require TLS" option for a little while, but it didn't actually do anything. It was just an empty preference. faceprint committed it in revision 12731 and I removed it in revision 17324. If Gaim will connect without using TLS then it would be smart for us to add that preference back and have it actually do something.
