Ah... I am no longer the administrator of that machine. At the moment it's running a caching proxy service (approx) to provide the services that debian.efis.ucr.ac.cr used to provide at some point. This means that requests for indexes will fail with 404. The machine doesn't provide any other service under that name and therefore it answers with 403 when you ask for /. I also no longer have access to a machine with enough bandwidth IN (net-wise) Costa Rica to be able to provide a mirror myself. Let me ask around and see if I find someone with enough resources to run a proper mirror. Otherwise the entry will have to be removed.
