No, this is a separate bug.

Console-setup doesn't depend on the keymaps in /usr/share/keymaps but
since I don't own ABNT2 keyboard I used the buggy br-abnt2.kmap.gz
(without the line for keycode 89) in order to reverse engineer the
keycodes.  Hence console-setup duplicated the bug in the old console-data.

I already uploaded a new version of console-setup that should fix this
problem (currently in incoming).
