The normal operation is using the default configuration and the default
setup script which uses the ip command. Sure, it could be rewritten
using net-tools commands, but "ip" makes some things a lot easier, and I
have the impression that iproute will be installed on many systems
anyway.

Cc'ing to iproute maintainer. I hope that the size of that package will
be reduced in the near future, eg. by splitting up the docs part, which
would bring it down from ~1MiB to ~270KiB (compressed .deb size).
