Thank you for reporting this bug.  I've enabled building and including
SKK-JISYO.china_taiwan into the skkdic-extra package.

I sent a patch fixing these problems to the upstream, and asked
to describe license for SKK-JISYO.china_taiwan explicitly last night.
Those modifications will be applied soon.  I'll upload new version
immediately after it is applied.
